Windows Firewall and Windows Security Center Help?

Ok I did what I needed to do in my other question http://answers.yahoo.com/question/index;...

And nothing happened. I can't even find Windows Security Center and Windows Firewall on services.msc, I updated my computer, and I also Downloaded Windows Defender, to add to that I rebooted each time and checked after, still nothing. So does anyone know how to turn on the Windows Security Center and the Windows Firewall?

(PS I need to turn these on so I can use My Nintendo USB Wi-Fi)
