My computer is a mess from outerinfo spyware, my best guess, in laymons, please help me remove it.?

I have outerinfo on my computer. I have read some answers but you are answering a total computer moron. I have a big black screen with red writing telling me that another computer has gained access to mine. Nothing works right, as I am usuing a different computer to ask this. I need to know what to do, as IE doesn't work properly, neither does firefox. I keep getting repeated pop ups to buy anti spyware for $50, but I assume this is the problem. My antisymantec or whatever security I have does not work. Now I have a windows security center box that will not close out. ANY info on how to do this step by step would be great.....I feel like leaving my phone # cause I cannot gain acces online through that laptop easily...HELP!!!
